Harris jail overcrowding worse than reported

Via Solutions for Texas, the overincarceration crisis at the Harris County Jail is worse than expected, the Houston Chronicle reported last week.

Most of the overcrowding stems from judges and prosecutors
choosing to flaunt a relatively new 2003 law, using a loophole to incarcerate low-level drug users in the county jail instead of putting them on probation and getting them into treatment.
